Multi Donor Trust Fund Presentation

 

Ministry of Justice is implemented the Project - Multi-Donor Trust Fund for Justice Sector Support (MDTF-JSS), which started in 2008, with support from development partners and administered and executed by the World Bank, is now being set in place as an effective instrument for coordination of donors assistance in justice sector. Within this Project following countries are participating: Denmark, Netherlands, Slovenia, Spain, Switzerland, Sweden, Great Britain and Holland.

Aim of the Project is to provide more flexible support to the Ministry of Justice and judicial bodies and institutions in order to achieve all goals and priorities set forth in the strategic documents of the Government.

Project is an effective instrument for coordination between the Ministry of Justice (MOJ), other justice sector institutions such as the courts and prosecutors, the European Commission, development partners and civil society to increase effectiveness of Serbian Judicial reforms, for the purpose of:

  • Updating the National Judicial Reform Strategy and preparation of the future activities with regards to judicial reform,
  • Strengthening of institutional capacities of the Ministry of Justice and justice sector institutions in order to implement, coordinate, overview and evaluation of future reform process, as well as modernization, conduction and reporting on reform process.

The Multi-Donor Trust Fund for Justice Sector Support comprise the following components:

Component 1. Institutional Capacity - The objective is to facilitate capacity-building in the MOJ, judiciary and the MOF to design, coordinate and implement judicial reform and modernization programs.

Component 2. Resource Management and Aid Coordination - The objective is to facilitate the justice sector leadership to strengthen justice sector resource management and aid coordination.
Component 3. Legal and Institutional Environment - The objective is to facilitate the strengthening of the legal and institutional environment for the judiciary.

Component 4. Judicial Facilities and Infrastructure - The objective is to facilitate the acceleration of the systematic modernization of the court and prosecutorial network; strengthen the resourcing, operations and management of the physical and IT facilities of courts and prosecutor offices; and facilitate the assessment of impact on users’ access and satisfaction.

Component 5. Outreach, Monitoring and Evaluation - The objective is to institutionalize strategic outreach, M&E arrangements to track and report progress on justice sector reform progress and impact.

Component 6. Access to Justice (Free Legal Aid) - The objective is to improve access to justice in the Republic of Serbia through more transparent and effective system of legal aid available to all citizens, involving women and minorities in all regions. Further development of free legal aid system, establishment of legislative framework and implementation of the National Judicial Reform Strategy.
