CONSULTANCY SERVICES

Grant No. TF 97118

The Republic of Serbia – Ministry of Finance (MoF) has received a Multi-Donor Trust Fund for Justice Sector Support (MDTF-JSS) from various donors, jointly executed by the World Bank and the Ministry of Justice (MoJ) and intends to apply part of the proceeds of this grant funds to payments under the following contracts:

  • Consultant for Justice Sector Policy and Data Analysis, ref. no. SER-MDTFJSS-TF097118-IC-CS-11-13; and
  • Legal Expert for the Reform of the Judiciary, ref. no. SER-MDTFJSS-TF097118-IC-CS-11-14.

The services of Consultant for Justice Sector Policy and Data Analysis include: strengthening MoJ capacity to increase aid effectiveness in the justice sector; monitoring and supervision of ongoing donor-funded projects in Serbia’s justice sector; provision of information, data, analysis and advice to donors and MoJ for analytic reports/studies and surveys; propose an action plan to implement the recommendations of the Justice Sector Public Expenditure and Institutional Review (JSPEIR), realized under the Bank executed part of the MDTF-JSS, to the leadership of the Ministry of Justice; supporting the organization of learning and knowledge-sharing activities in Belgrade and elsewhere in Serbia as needed, and providing post-event written materials/inputs such as event summaries/web portal updates/etc; provide analytical input to the MoJ decision makers relevant for the EU integration, etc. The Consultant for Justice Sector Policy and Data Analysis shall be engaged on a contract basis, full-time, as long-term consultant, for a period until 31st of December 2011, with its possible extension based on a satisfactory performance if the MDTF-JSS will be extended. Appointment to the position is expected to commence in November 2011. For Consultant for Justice Sector Policy and Data Analysis following is required:  advanced degree in law, political science, development studies, economics, finance, or related discipline, or related discipline; at least 5 years of relevant professional experience; demonstrated familiarity with the structure/functions/organization of the justice sector in  Serbia and key justice sector reform issues in Serbia; demonstrated experience from dealing with international cooperation issues in Serbia’s justice sector; experience related international relations and organizations; demonstrated experience with performance measurement issues from Serbia’s justice sector; ability to work under pressure, with tight deadlines, in a multicultural environment; and excellent written and oral communications skills in English and Serbian, with the ability to prepare notes and summaries at short notice, and familiarity with Excel.

The services of Legal Expert for the Reform of the Judiciary include: support the MoJ in the reform-related activities by providing reporting, analytical and advisory services; contribute to different substantive outputs and deliverables produced by the MoJ; support the MoJ and other national stakeholders in preparing policy documents and reports dealing with the continuation of judicial reform – particularly in the area of judicial efficiency, new legal professions (notaries and bailiffs) and monitoring of case backlog in the new court network; support the MoJ and Judiciary to reform judicial training, in particular in development of curricula for training for judges and court administration employees; design, initiate and support the implementation of capacity-building and knowledge sharing events for judges; and develop a capacity-building plan for judges, etc. Legal Expert for the Reform of the Judiciary shall be engaged on a contract basis, full-time, as long-term consultant, for a period until 31st of December 2011, with its possible extension based on a satisfactory performance if the MDTF-JSS will be extended. The Project Implementation Unit (PIU) of the Ministry of Justice (MOJ) now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide Cover Letter and CV representing description of similar assignments, experience in similar conditions and availability of appropriate skills.

A consultant will be selected in accordance with the IC procedure set out in the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers”, published by the World Bank in May 2004 and revised in October 2006 and May 2010.
