1. CONSULTANCY SERVICES TO DEVELOP AN ICT STRATEGY AND IMPLEMENTATION ROADMAP FOR THE

JUSTICE SECTOR IN THE REPUBLIC OF SERBIA

The Republic of Serbia – Ministry of Finance (MoF) has received a Multi-Donor Trust Fund for Justice Sector Support from various donors and intends to apply part of the proceeds of this grant funds to payments under the contract for Development of an ICT Strategy and Implementation Roadmap for the Justice Sector in the Republic of Serbia, ref. no. SER-MDTFJSS-TF097118-QCBS-CS-11-06.

The objective of this assignment is to develop a comprehensive ICT Strategy for the Justice Sector in the Republic of Serbia.  This strategy is expected to guide the development and implementation of ICT policies, ICT Infrastructure, Information Systems and ICT human capital development in segments of the Justice Sector covered by the mandate of the Ministry of Justice.

The Consultants shall recognize that various teams in the Justice Sector supported by various donors are already working on various aspects of the ICT Strategy as well as being engaged in the implementation of various Business and Information Systems in the sector. The Consultants are to continue and facilitate these process rather than importing generic methodologies and imposing them on the existing framework. Change management, must be embedded into the Consultants’ methodology and approach to ensure stakeholders’ ownership and buy-in. The Consultants are expected to adopt a collaborative approach that involves multi-stakeholders consultations and contributions in delivering the Services.

The Scope of Services is broken into several phases: diagnosis, strategy development and finalization of the strategy. The Consultants will produce the Justice Sector ICT Strategy Implementation Plan, Training and Change Management Plan, and Cost Estimates for the implementation of the Justice Sector ICT Strategy. The expected period for the duration of services is 32 weeks from contract’s signing.

The Reform Facilitation Unit (RFU) of the Ministry of Justice (MOJ) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers”, published by the World Bank in May 2004 and revised in October 2006 and May 2010.
