Administration for the Execution of Penitentiary Sanctions

The Administration for the Execution of Penitentiary Sanctions performs the following activities:

• organising, conducting and supervising the execution of custodial sentences, juvenile detention, security measures of compulsory psychiatric treatment and custody in health-care institutions and compulsory treatment of alcohol and narcotics addicts, as well as correctional measures of incarceration in correctional institutions
• activities in connection with the preparation of recommendations for pardons, amnesties and conditional release
• monitoring the situation and application of regulations in the sphere of execution of penitentiary sanctions and accordingly pointing to the need for and directions of normative development
• co-operating in drafting regulations and performing other activities relating to the execution of penitentiary sanctions.

The Control Division performs the following activities:

• control of the application of regulations and legality of the work of penitentiary institutions
• controlling the exercise of the rights of convicted persons and minors and their health care
• controlling the use of coercive means and disciplinary sanctions and measures pronounced on convicted persons and minors
• control of the realisation of programmes and work plans of penitentiary institutions
• control of the realisation of the process of correctional education of convicted persons
• participation in programming and planning correctional education measures
• control of the work of the correctional education service
• control of the organisation of the security service
• drafting the programme of work of that service
• controlling the work of that service in penitentiary institutions, the realisation of correctional education, implementation of training and employment of convicted persons, and other activities determined by the director of the Bureau.

The Department for the Exercise of the Rights of Persons Deprived of Liberty, Personnel, Material-Financial and Economic Activities performs the following activities:

• drafting documentation on assigning convicted persons to penitentiary institutions
• monitoring classification and re-classification of convicted persons
• transacting business in connection with pardons and amnesties
• deciding on petitions submitted by convicted and punished persons and persons in detention and on recommendations issued by institution governors in connection with sanction suspensions, transfers, changes in allocation documentation on serving a sentence
• deciding on applications submitted by convicted persons
• monitoring the application of regulations on the position, status and treatment of convicted persons
• monitoring and upgrading the organisation of the work of penitentiary institutions
• performing research and analyses at Administration level
• providing interpretations and taking part in drafting legislation
• performing activities in connection with the employment status of appointed officials and departmental heads in penitentiary institutions
• preparing recommendations for termination of employment due to retirement and secondment of employees to other penitentiary institutions
• performing professional services in the framework of deciding in the second instance on the disciplinary accountability of employees of penitentiary institutions
• preparing and monitoring the realisation of professional training programmes for Administration employees
• co-operating with the Republican Public Attorney's Office in connection with labour disputes of employees and appointed officials in penitentiary institutions
• monitoring and issuing guidelines for the work of economic units, drafting a standardised Administration programme for the employment and training of convicted and juvenile persons
• determining production programmes, in co-operation with penitentiary institutions
• participating in planning the budget for the Ministry in the section referring to the Administration
• determining the rates of transferring funds to the institutions
• keeping records of Administration property
• monitoring and upgrading activities in connection with supervision of material-technical operations in institutions for the execution of penitentiary sanctions
• organising and conducting public procurement procedures for those institutions
• performs control of the operation of economic units
• participating in planning and outfitting penitentiary institutions
• monitoring the programme of work of the service for training and employing convicted persons
• monitoring and controlling investments and maintenance of facilities and buildings; monitoring the needs of maintenance, adaptation, reconstruction, technical outfitting, inviting public tenders; concluding contracts and their execution
• employment of convicted and juvenile persons and other activities determined by the Director of the Administration.
