REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTING SERVICES FOR DETAILED ARCHITECTURAL/ENGINEERING DESIGN FOR UNIFIED CIVIL/LITIGATION COURT TO BE ESTABLISHED IN BELGRADE

The Republic of Serbia – Ministry of Finance (MoF) has received a Multi-Donor Trust Fund for Justice Sector Support from various donors and intends to apply part of the proceeds of this grant funds to payments under the contract for Detailed Architectural/Engineering Design for Unified Civil/Litigation Court to be established in Belgrade, ref. no. SER-MDTFJSS-TF097118-CQ-CS-11-15.

This request for expression of interest will include engagement of consultants for architecture, civil works, electrical engineering, mechanical engineering, water supply and sewage system, etc. The objective of this assignment is to prepare detailed architectural/engineering design for renovation and transformation of business premises “AEROINZENJERING” into the court building. Within construction and spatial features of the existing office building, it is necessary to predict their restoration and to adapt to new purpose for the Court of Litigation of the First Basic Court in Belgrade. The Consultant shall: review and assess existing offices and building condition; discuss the functional requirements of the building with the Ministry of Justice representatives; obtain all necessary connection conditions and approvals from the public utilities; prepare a full description of the works required for renovation, including materials and technologies to be used and quality standards of materials in accordance with national regulations, codes, standards and technical norms; prepare the drawings, bill of quantities and cost estimates. The expected period for the duration of services is 80 days from contract’s signing.

The following qualifications are required:

- The Consultant shall be registered in the Republic of Serbia or in the country of registration as a company specialized in architectural/civil engineering design with at least five years of experience on similar contracts with at least three buildings of a similar complexity designed in the last three years;

- At the moment of signing the contract, the Consultant shall be licensed for design for this type of assignments according to the Serbian Law on Planning and Construction;

- The Consultant shall be capable to provide all required personnel with adequate qualifications for this type of assignments.

The Project Implementation Unit (PIU) of the Ministry of Justice (MOJ) now invites eligible consulting firms to indicate their interest in providing the above mentioned services. Interested consulting firms must provide information indicating that they are qualified to perform the services:

• experience in similar assignments
• description of similar assignments
• availability of skilled staff.

A consulting firm will be selected in accordance with the procedures set out in the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers”, published by the World Bank in May 2004 and revised in October 2006 and May 2010.
